Community Support Fund (CSF)

The Community Support Fund (CSF) is a vehicle through which support can be provided by the community for the community for use as city programs affecting homeowners are mandated.  It includes a loan assistance program to assist those for whom participation in the mandated program would be a financial hardship.

Del Mar residents who meet the income criteria of the program, and own and live in their home, can qualify for a loan.  Loans bear a 3% simple annual interest and are secured by a deed of trust.  No payments are due for 15 years, unless the property is sold or the resident moves out of the home for a reason other than assisted living or long term care.  Loans are subject to the availability of funds.

The Community Support Fund was developed and is administered by a committee of Del Mar Community Connections.   It relies on donations from other Del Mar residents, although donations from any source are welcome.  Donations are tax-deductible to the full extent of the law.

The loan application and selection process is confidential and handled by an objective third party using predefined criteria.

Project CARE

Project CARE is a San Diego County community effort that enables an older person or a person with a disability to remain in their home and feel safe. Each community develops its own program, utilizing core components and adding others, depending upon the needs of the individual and the resources available in the community.
Most older people and people with disabilities prefer to live independently. Those with chronic medical conditions, such as congestive heart failure, diabetes and emphysema have concerns about who would come to help should a medical emergency occur and they not be able to call for help.
Project CARE keeps seniors living alone from being totally isolated. It provides a welfare-check system through daily phone calls, and training to postal and utility employees on spotting when someone's in trouble, plus other services.

Vial of Life

Seniors and adults with disabilities who sign up for this no-cost program will be given a magnetic plastic container that holds specific information on the individual's medical history. This information speaks for the individual if the individual cannot.  Should the paramedics be called in an emergency situation, they use the information in the box to save precious time in providing medical assistance.
